Duties and Responsibilities
The Situation Report on International Migration has gained increased relevance and extended its audience with each new edition.
Indeed, the four past editions of this biennial report (2015, 2017, 2019, and 2021) provided updated and disaggregated regionalized data and information on migration and displacement trends and patterns in the region, a compendium of relevant policy updates, and the analysis of timely and pertinent migration and displacement issues.
The 2023 Situation Report will build on previous editions and work towards building knowledge on international migration and displacement in the Arab region.
The first chapter of the report will provide a quantitative analysis of migration trends and patterns using latest datasets available from UN agencies and other sources.
The second chapter will assess the extent to which the various dimensions of migration are mainstreamed in policy and legislative frameworks of Arab countries, recognizing the importance of systematically including migration in development planning.
As with previous reports, the third chapter of the report will provide an in-depth examination of a pertinent topic of focus for the region, based on suggestions from UN agencies funds and programs members of the IBC/M, as well as experts in the field of migration.
For this edition, it was decided that the focus would be skills and the future of work given the enormous development and migration implications.
To ensure the highest academic caliber of this chapter, a consultant will be contracted by ESCWA and IOM to draft Chapter 3.
Objective of the Consultancy In order to ensure timely production of SRIM 2023, a consultant will be recruited to draft Chapter 3 in line with the proposed outline.
Duties and responsibilities:
Under contract with IOM, the consultant is expected to deliver the first draft of the full chapter. Under contract with ESCWA, the consultant is expected to deliver the second and final draft of Chapter 3.
In addition to drafting the chapter, the consultant is also expected to be available to participate in peer reviews and consultations to ensure quality of the final output.
This includes an expert group meeting (tentatively scheduled for the first quarter of 2024).Qualifications/special skills
A Ph.
D. or post-doctoral degree in development studies, migration studies, economics, social sciences, or another related field is required. All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed.
A minimum of twenty years of relevant professional experience in development studies, migration studies, economics, social sciences or any other related field is required.
An in-depth knowledge of key migration issues in the Arab region including knowledge of labor issues, skills, and labor migration is required.
Languages
English and French are the working languages of the United Nations Secretariat; and Arabic is a working language of ESCWA.
Note:
"Fluency" equals a rating of 'fluent' in all four areas (speak, read, write, and understand) and "Knowledge of" equals a rating of 'confident' in two of the four areas.
