The Environmental, Social, Health and Safety (ESHS) Analyst ensures that Project Components 1-3 are implemented by UNOPS following the World Bank's Environmental and Social Framework (ESF) and its 10 Environmental and Social Standards (ESSs). The Analyst oversees actions specified in the Environment and Social Risk Management instruments outlined in the Project Environment and Social Commitment Plan (ESCP). The Expert reports to the UNOPS Project Manager directly, who keeps the PMU Project Manager updated.

Overall responsibilities:

• Ensure Project compliance with the ESCP, especially the disclosed Environmental and Social Management Framework (ESMF), Labor Management Procedures (LMP), Resettlement Framework (RF), and Stakeholder Engagement Plan (SEP), and any E&S instruments like Environmental and Social Impact Assessments (ESIAs), Environmental and Social Management Plans (ESMPs), and Resettlement Plans (RPs) created during Project implementation.
• Ensure Project adherence to Lebanon's environmental and social policies and procedures.
• Ensure Project's E&S risk management follows guidance from the Project Steering Committee.
• Assist the PM in project work plans preparation.
• Aid the PM in day-to-day project implementation and organization of meetings.
• Support the PM in updating Project risk register, highlight reports, etc., according to UNOPS PMM.
• Perform other assigned duties.

Technical responsibilities:

The ESHS Expert will:
Monitoring and Reporting:

Prepare regular quarterly monitoring reports on:

• ESC
• Status of E&S documents preparation and implementation.
• Stakeholder engagement activities.
• Grievance mechanism status.
• Overall Project E&S performance.
• Compliance with ESSs during Project activities.
• Project-related incidents.
• Implement plans for subsequent quarters.
• Prepare reports for incidents/accidents related to the Project for the World Bank.
• Ensure monthly ESHS reports.

Environmental and Social Assessments:

• Ensure Project activities under Component 2 adhere to World Bank Group's Environmental Health and Safety Guidelines.
• Prepare screening forms for subprojects under Component 2.
• Review subproject ESIAs, ESMPs, and RPs.
• Oversee preparation of final E&S instruments.
• Ensure compliance and disclosure of subproject ESIAs, ESMPs, and RPs.

Management of Contractors:

• Incorporate ESCP aspects into procurement documents.
• Review C-ESMPs for contractor compliance.
• Monitor contractor ESHS performance.
• Report non-compliances and oversee corrective actions.

Labor Management Procedures:

• Ensure Project activities follow LMP and ESS2 requirements.
• Monitor contractor compliance with LMP.

Occupational Health and Safety:

• Implement OHS measures according to national legislation and ESS2, including COVID-19 preventive measures.
• Promote safety and health at work.

Land Use Restrictions:

• Ensure compensation or resettlement of Project Affected Persons before Project activities affecting them.

Stakeholder Engagement:

• Implement the SEP as per ESS10.
• Coordinate technical activities with stakeholders.

Project Grievance Mechanism:

• Establish and operate a Grievance Mechanism as described in the SEP.

Capacity Support:
Oversee training on:

• Stakeholder engagement and ESIA/ESMP aspects.
• Project Grievance Mechanism.
• Training for personnel on ESIA/ESMP, LMP, emergency preparedness, stakeholder engagement, GBV and SEA/SH.

UNOPS Guidelines and Procedures:

• Ensure Project activities align with UNOPS HSSE Procedures.
• Prepare reports as per UNOPS HSSE Guidelines.
• Ensure UNOPS requirements in procurement documents.
• The ESHS Expert impacts Project outputs by following UNOPS procedures, reducing risks, and enhancing success rates, strengthening UNOPS's competitive position.

Education/Experience/Language requirements:
Education:
Master's degree or equivalent in Environmental Science/Studies, Engineering, or related field. Bachelor's Degree with additional experience may be accepted.

Experience:

• Minimum 2 years' experience in environmental and social risk management.
• Experience in stakeholder engagement, resettlement planning, and monitoring contractor performances.
• Proficiency in relevant software and knowledge of World Bank's framework and Lebanese laws preferred.

Language Requirements:

• Fluency in Arabic and English required.
