    Job Description
    Lebanon is currently facing a complex crisis affecting various aspects of the country such as social, political, economic, financial, and fiscal stability. The rising inflation and unemployment rates have significantly increased income vulnerability among the population. The existing national social protection system in Lebanon exhibits substantial weaknesses, including policy, legislative, and institutional gaps that leave a large portion of the population without adequate support. While short-term emergency measures are essential for immediate relief, transitioning towards a universal, rights-based, and inclusive social protection system is crucial in alignment with Lebanon's international and national commitments.
    Prior to the crisis, Lebanon's social protection system already suffered from coverage gaps and insufficient benefits, contributing little to reducing income inequality and vulnerability. The economic crisis severely impacted all social insurance and mutual funds, jeopardizing their financial sustainability. Weak labor market institutions, coupled with a lack of labor demand and job creation, particularly in high productivity sectors, further exacerbated the employment situation in the country. Various structural challenges, compounded by the recent financial crisis, have impeded progress towards achieving full and productive employment, leading to spikes in unemployment rates.
    • Collaborate closely with partners to plan, implement, monitor, and evaluate ILO project activities related to social insurance, social health protection, and the connections between social protection and Employment Activation Programs in Lebanon.
    • Engage in technical activities regarding social insurance and healthcare coverage in Lebanon for policy development, research, and data collection purposes.
    • Lead the preparation of reports, policy briefs, research outputs, financial assessments, and other knowledge products related to social protection in Lebanon.
    • Establish and manage partnerships with stakeholders, consultants, and collaborators, including overseeing deliverables and ensuring alignment with project requirements.
    • Facilitate social dialogue processes, meetings, and workshops to ensure the involvement of stakeholders in the design and implementation of social insurance reforms.
    • Communicate with key entities involved in social protection in Lebanon and visit project sites to assess initiatives and programs.
    • Contribute to SOCPRO initiatives and programs and assist in drafting public information materials in local languages.
    • Perform any other duties as assigned.
    Required Qualifications:
    • First-level university degree in Economics, Finance, Actuarial Studies, Public Health, or related fields.
    • Preferred: Master's degree in Economics, Health Economics/Policy, Finance, Actuarial Studies, or related fields.
    Experience:
    • At least two years of professional experience in socioeconomic, financial, fiscal, economic, and health policies in Lebanon.
    • Proven experience in costing studies, financial/actuarial analyses, and quantitative research.
    • Knowledge of social insurance, pension, and health insurance schemes.
    • Experience working with government institutions in Lebanon is advantageous.
    Languages:
    • Excellent proficiency in English and Arabic.
